The Florida Department of Transportation (FDOT) is conducting a Project Development & Environment (PD&E) Study for the Black Bear Scenic Trail along State Road (S.R.) 40 from Wildcat Lake Park to the Butler Street Boat Ramp, a distance of approximately 6.8 miles in Astor, Lake County. As part of Florida’s Shared-Use Nonmotorized (SUN) Trail Network and the regional Heart of Florida Loop, the project aims to enhance safe, comfortable bicycle and pedestrian connectivity to parks and nearby destinations. Building on a 2019 planning study, the PD&E study will document and confirm a recommended alignment, evaluate potential refinements, crossing treatments, and access at key locations, as well as assess potential social, economic, and environmental effects. Public input is essential to the PD&E decision-making process, and opportunities to participate will be offered throughout the study.
