Project Update – Midblock Pedestrian Crosswalks at Watson Drive and Coral Way

The Florida Department of Transportation (FDOT) continues to move forward with plans to construct midblock pedestrian crosswalks at Watson Drive and Coral Way along S.R. A1A in Indialantic. These improvements are designed to enhance pedestrian safety and accessibility in the area.

 Project Status Update:

Since construction began in Spring 2025, FDOT has encountered delays related to the delivery of key crosswalk components, specifically the flashing beacon equipment. The in-roadway warning lights (IRWLs) and Rectangular Rapid Flashing Beacons (RRFBs), which are essential to the functionality and safety of the crosswalks, have experienced supply chain setbacks.

Additionally, field conditions at the Coral Way location have prompted a design revision. To better accommodate pedestrian access and sidewalk connectivity on the east side of S.R. A1A, FDOT is modifying the original design to address newly identified sidewalk challenges.

The purpose of this project is to design and construct new pedestrian midblock crossings at Watson Drive and State Road (S.R.) A1A, and at Coral Way and S.R. A1A in Indialantic.

On November 30, 2023, the Florida Department of Transportation (FDOT) hosted a public meeting to discuss proposed crosswalk improvements at these locations in Brevard County. During the meeting, attendees requested that FDOT reevaluate the need for the crosswalks, consider installing traffic signals instead, and review whether Rectangular Rapid Flashing Beacons (RRFBs) were the most appropriate option. Concerns were also raised about the raised median refuges, particularly their impact on side-street access at East Coral Way.

In response, FDOT conducted new pedestrian and vehicle counts in spring 2024—on both a weekday when school was in session and a weekend with favorable beachgoing conditions. The updated data showed that traffic signals are not warranted at either Watson Drive or East Coral Way, as side-street volumes remain below the thresholds required for signal installation. However, pedestrian activity continues to justify the need for midblock crosswalks at both locations.

FDOT will therefore proceed with the design and construction of midblock pedestrian crosswalks near Watson Drive and East Coral Way. Each crosswalk will include RRFBs, in-roadway warning lights, activation buttons with audible messages and instructions, and signage and pavement markings consistent with existing crosswalks along S.R. A1A between U.S. 192 and S.R. 404. To address access concerns near East Coral Way and the Silver Palm residences, the median refuge will be shortened to better accommodate traffic using the shared center lane.

Construction began in Spring 2025. Parts for the in-roadway warning lights (IRWLs) have been ordered and are expected to arrive in late September, after which installation of the midblock crosswalks will begin.
