FDOT and Local Agency Partners Request Proposals for a Fixed Guideway Transportation System in Orange County

Tallahassee-The Florida Department of Transportation (FDOT) has received an unsolicited proposal for the leasing of rights-of-way and real property owned by the department, the Orlando - Orange County Expressway Authority (OOCEA), Orange County, the City of Orlando, and the Greater Orlando Aviation Authority (GOAA). The proposal is for the purpose of constructing and operating a fixed guideway transportation system between Orlando International Airport and the Orange County Convention Center in the International Drive area of Orange County.
FDOT Secretary Ananth Prasad said, “We have received the proposal and are working through the unsolicited proposal process. Privately funded projects can be an important tool to strengthen connectivity in Florida while being good stewards of Florida's assets.”
The unsolicited proposal was submitted by American Maglev Technology, Inc. It states that the project would be built entirely with private funds, but that right of way and other property would need to be leased along the corridor.
Commissioner Daisy W. Lynum, MetroPlan Orlando Board Chairman, said, “Connecting our world-class airport with our world-class convention center presents a terrific business opportunity. We need to be open to new ways of doing things in partnership with the private sector – and that’s what this solicitation is about.”
FDOT, OOCEA, Orange County, the City of Orlando, and GOAA have reviewed the proposal, and are issuing a Request for Proposals (RFP) to provide an opportunity for other parties to submit competing proposals.

Notice of changes (addenda) to the RFP will be posted on the FDOT Procurement website at http://www.dot.state.fl.us/procurement/ROWLeaseFixedGuideway.shtm. Proposals are due to the department on February 14, 2014.
