This is a Project Development and Environment (PD&E) Study for a new interchange with connector road in southern Brevard County (just north of Micco Road). Interchange will include connector road from Babcock Rd to the west and Micco Rd to the south and east.

The job is favored by the county and the city for a couple of reasons:
- provide more mobility in southern Brevard county
- allow for more of an economic base in southern Brevard county/Palm Bay
- provide the southern terminus for the future Palm Bay Parkway which is a high priority for the region
