This is a design/build/finance project with options. The original limits of 406869-3 and 406869-5 are considered the minimum that is allowed to be bid on. The remaining miles into Volusia County up to SR 44 are optional. The additional length will maximise the available funds. In other words, the design/build firm will design and construct as much as they can for the money that is programmed. A portion of the maximum programed will be financed by the design/build firm.

This project will widen I-95 to the median. Bridge work includes widen I-95 bridges over SR 406, replace the I-95 bridge over SR 46, widen the I-95 bridges over Aurantia Road, widen the I-95 bridges over CR 5A. In the optional length the improvement could include widening of I-95 ovre Maytown Road, replacement of the bridges over SR 442, and the widening of the I-95 bridges over SR 44. Soundwalls will be constructed at Swan Lake, Brentwood and Sherwood subdivisions.
